Mr. Robert A. Clark, Chief Docket Nos. 50-338 Operating Reactors Branch No. 3 50-339 Division of Licensing License Nos. NPF-4 U. S. Nuclear Regulatory Commission NPF-7 Washington, D. C.

20555 Gentlemen:

REQUEST FOR ADDITIONAL INFORMATION ON ENVIRONMENTAL QUALIFICATION OF SAFETY-RELATED ELECTRICAL EQUIPMENT NORTH ANNA POWER STATION UNITS NO. 1 AND 2 This is in response to your letter titled " Environmental Qualification of Safety-Related Electrical Equipment Request for Additional Information North Anna Power Station, Units No. I and 2" dated January 12, 1982. You indicated that you have completed a preliminary review of our August 24, 1981 and September 4, 1981 responses to your Safety Evaluation Report concerning the environmental qualification (EQ) of Safety-Related electrical equipment at North Anna.

In addition you indicated that your contractor Franklin Research Center (FRC) has identified information, in most cases references from our submittals, which FRC needs in order to complete their review.

Vepco has developed a Qualification Document Review (QDR) file for each of the subject equipment type listed on the " Master List" of Class IE equipment. The 3

files contain the following qualification documents:

1.

Engineering review check list 2.

List of all references 3.

Procurement documents 4.

Test Reports 5.

Vendor correspondence 6.

Resolution to any discrepancies Although FRC has only requested a copy of the references in our SER response, we believe the documents in the QDR files provide a complete qualification record on the subject equipment.

You have requested that information be removed from our EQ Central File and provided to your contractor for review.

In Section 6.13.2 of the North Anna Technical Specifications requires that, "By no later than December 1,1980, complete and auditible records must be available and maintained at a central location which describe the environmental qualification method used for all safety-related electrical equipment in sufficient detail to document the degree of compliance with the D0R Guidelines or NUREG-0588.

VinotwsA Etrern:C AND l%) WEN COMPANY TO such records should be updated and maintained current as equipment is replaced, further tested, or otherwise further qualified." Thus, Vepco can not forward the EQ Central Files qualification information to the FRC and/or NRC without being in violation of our Technical Specification at North Anna.

We recognize that FRC must review the qualification information material referenced in our response to the SER's to complete their review task. Vepco is maintaining the EQ Central Files for both our North Anna and Surry plants at our corporate headquarters in Richmond, Virginia.

Upon request, we will make the QDR files available for audit to support your review effort.
