I am in receipt of the letter dated February 4, 1982, to you from counsel for Parsons & Whittemore ("P&W"). P&W is, of course, not a party to this proceeding (see ALAB-665, dated January 29, 1982). Without conceding that P&W has any rights with respect to this proceeding, FPL will undertake to continue serving counsel for P&W with all papers filed in this docket by FPL.

Counsel for FPL and the Florida Cities are engaged in the process of drafting settlement papers, and we remain confident that these negotiations have a high pro-bability of success.
