MINUTES OF CRGR MEETING NUMBER 3

' The Committee to Review Generic Requirements met on Thursday, December 3, 1981.

All CRGR members were present, and several staff members attended the first part of the meeting (Enclosure 1).

1 The entire meeting was devoted to the topic of " Facilities, Equipment and Procedures to Cope with Emergencies in Nuclear Power Plants." The Committee found that there was no consensus among the principal staff.

t concerning the precise requirements for the Safety Parameter Di, splay System (SPDS), the Technical Support Center (TSC) and the Emergency Operations Facility (E0F). There was evidence that the existing NUREG documents purporting to represent requirements for the facilities had not been carefully coordinated, and there was evidence that the proposed SPDS in' tallation schedules had not been integrated Ith the Control s

Room Design Reviews on a schedule that is realistically achievable at operating plants. Correspondence and discussions with industry repre-sentatives prior to the meeting revealed that, in the face of this i

confused picture in NRC, wo'rk in many of these areas has virtually stopped at some plants awaiting clearer NRC guidance on.the precise requirements.

't The Committee decided that immediate action is needed to clarify the requirements and ensure coordination among the various activities. The DEDR0GR staff has been tasked to take the lead, working with NRR, IE and RES representatives, to identify and integrate the basic requirements 6 I for the SPDS,.TSC, E0F, and the related requirements for the Control g5 /

On December 3,1981, the CRGR met to review ilRC's activities in the broad area of Emergency Response Facilities, Equipment and Control Room Design Review. The Comittee found that there was no consensus among the principal staff concerning the precise requirements for the Safety Parameter Display System (SPDS), the Technical Support Center (TSC) and i

The Comittee intends,to review the requirements and develop recomendations for further EDO action. In the meantime, the.Comittee recommends that you advise the Director of RES to withdraw tiie proposed change to 10 CFR 50 Appendix E.Section IV.E., which is currently circulating in concurrence.

and. that you advise the Director of NRR to exercise caution in issuing staff evaluations or conclusions for operating reactors and ongoing case-work reviews until these requirements are clarified.
