Dear fir. Cavanaugh:
i rn an tie have reviewed your letter dated October 30, 1981, concerning the adequacy of Station Electrical Distribution Voltage Verification test for Arkansas fluclear One, Unit No.1.
You have indicated that the use of General Electric computer code, which has been used in other nuclear facilities, and comparison with a Bechtel "Voltanal" computer code and the use of factory obtained data on transformers and conservative application of plant data provide sufficient margin to offset any error. In addition, you state that the installed relays will provide the required protection to safety related equipment and the cost benefit of the required testing will provide no improveme:0 in safety. Your method of analysis and assumptions may appear to be satisfactory, llowever, we cannot accept the adequacy of the undervoltage relay setting and transfomer tap setting on the basis of calculated voltage values which rely solely upon equipment manufacturers data and which may not reflect actual installed conditions at the plant.
Based on experience at operating reactors, it is the staff's position that plant measurements are the only positive means of verifying that all inputs to the voltage analysis reflect the actual plant equipment and conditions that exist at N!01. Also, without such a test, we consider that there is no assurance that assumptions and data used in the analysis, regardless of how conservatively applied, provide sufficient margin to ensure that a) the distribution system and Class lE equipment will operate satisfactorily at sustained degraded grid voltage limits, and b) that the undervoltage relays, installed at the 430 volt level, will provide the necessary protection for all safety related equipment under all plant conditions.
Our experience with other plants in the review of this multiplant action iten has not revealed any specific hardship being planed on licensees in performing the verification tests.
