Subject: Inspection 50-289/81-32

This refers to the routine safety inspection conducted by Mr. F. Young
of this office on November 17, 1981 - January 8,1982 of activities
authorized by HRC License DRP-50 and to the discussions of our findings
held by Mr. Young with Mr. D. Showlin and other members of the GPU
Nuclear staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these
areas, the inspection consisted of selective examinations of procedures
-
and representative records, interviews with personnel, measurements made
by the inspector, and observations by the inspector.
Based on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with NRC requirements,
as set forth in the Notice of Violation, enclosed herewith as Appendix A.
This item of noncompliance has been categorized into the levels described
in the Federal Register Notice (45 FR 66754) dated October 7,1980. You
are required to respond to this letter and in preparing your response,
you should follow the instructions in Appendix A.

The response directed by this Notice is not subject to the clearance
procedures of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, PL 96-511.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy
of this letter and the enclosures will be placed in the NRC's Public
Document Room. 'If this report contains any information that you (or
your contractors) believe to be exempt from disclosure under 10 CFR 9,5(a)(4),

Consistent with section 2.790(b)(1), such application must be accompanied
by an affidavit executed by the owner of the information which identifies
the document or part sought to be withheld, and which contains a full
statement of the reasons on the basis which it is claimed that the
information should be withheld from public disclosure.
This section
further requires the statement to address with specificity the considerations
listed in 10 CFR 2.790(b)(4).
