Dear Mr. Haynes:
Your letter of September 8, 1981 requested Niagara Mohawk to revise our emergency organization to provide for all the emergency functions required during initial, intermediate, and final phases of augmentation; update our Site Emergency Plan to describe the revised organizations; and issue revised implementing procedures as necessary to be consistent with the revised organization. The purpose of this letter is to delineate Niagara Mohawk's action plan for completing all the above listed items.
It is currently expected that the revised emergency organization per associated phases of augmentation, the updated description of the Emergency Organization and the associated revision of appropriate Emergency Implementing Procedures will all be completed as requested by October 28,1981.

It is anticipated that the update to our Site Emergency Plan to describe the revised organization will not take place by the commitment date, but will take place with the annual review, revision and recertification of the plan. This is scheduled to take place by December 31, 1981. This incorporation will enable us to avoid distributing two major revisions within a short span of time.
It is our belief that postponing the Emergency Plan revisions until December will not interfere with the implementation of the revised emergency organization as long as the Emergency Implementing Procedures previously mentioned have been revised.
Accordingly, if the action plan described above does not meet with your approval, please contact me.
