LICENSEE'S EXCEPTIONS TO THE ATOMIC SAFETY AND LICENSING BOARD'S PARTIAL INITIAL DECISION OF DECEMBER 14, 1981 Licensee hereby submits the following exceptions to the Atomic Safety and Licensing Board's December 14, 1981 Partial Initial Decision on Plant Design and Procedures, Separation, and Emergency Planning Issues:

1.

The decision by the Licensing Board to require additional instrumentation to detect inadequate core cooling, in the' form of reactor coolant level instrumentation or its equivalent, is not based on the whole record and is not supported by reliable, substantial and probative evidence.

2.

The decision by the Licensing Board to require as a condition for restart that Licensee suspend work in the Unit 1 area of the fuel handling building during any Unit 2 fuel movements is not supported by evidence in the record and is inappropriate for inclusion as a license condition.
