Please find enclosed Licensee's exceptions to the Atomic Safety and Licensing Board's December 14, 1981 Partial Initial Decision on Plant Design and Procedures, Separation, and Emergency Planning issues.
Licensee Exception No. 1 goes to the Licensing Board's determination that additional instrumentation to detect inadequate core cooling, in the form of reactor coolant level instrumentation or its equivalent, is necessary for the long-term operation of TMI-1.
I wish to repeat here what Licensee has advised the Com-mission on two occasions.

Licensee has, since the close of the record below on this issue,-continued to make progress toward the goal of additional instrumentation giving an unambiguous, easy-to-interpret indication of inadequate core cooling.
Licensee intends to continue working with the NRC Staff toward this goal.
It is our hope that a resolution will be accomplished and that Licensee will be able to seek dismissal of this exception before this appeal process is completed.
