SUUJECT: SAFE SHUTD0llit CAPABILITY: 10 CFR 50 APPEtlDIX R fiRC Generic Letter 81-12 dated February 20, 1981, sent to all power reactor licensees with plants licensed prior to January 1,1979, specified infomation which we would require to conplete reviews of alternative safe shutdoun capability. This information along with plans, schedules, and design descriptions of any nojf fications planned to reet the requirenents of Section III.G.3 of Appendix R were to be subnitted no later than !! arch 19, 1981. Your letter of 11 arch 19,1931 (flo. 697) was in response to the requirenents of 10 CFR 50.43(c)(5) and our letter of February 20, 1931.

Ile have exanined your letter of flarch 19, 1931 and have deternined that it does not provide sufficient infomation for us to conplete our review.

Specifically we require a point-by-point response to paragraph C of Enclosuru 1 and Itens 1 and 2 of Enclosure 2 to our February 20, 1901 letter.

De advised that a general statement of compliance with Appendix R is not an adequate substitute. Ilouever, since you did identify that the post nodification design will neet the requircaents of Section III.G, III.J and III.0 of Appendix R, we understand that no technical exenptions have been requested.

The 1:RC review of the planned rolificatinns to the Davis-Besse facility is scheduled for completion in Februarj-1932. Ife therefore require that the specific infomation requested by our February 20, 1931 letter and identified above be submitted no later than February 12, 1932. You may detemine that the subnission of this infomation could be facilitated by necting with our staff at the time of subnittal and that suc't a nectinq could obviate or nininize the need for additional infomation requests by our staff. Should you desire to subntt the infomation required at a noeting, please advise your flRC Project flanager as soon as possible after receipt of this letter but no later than January 29, 1932.
