7y(9 We have reviewed your submittal of December 17, 1981, responding to our emergency preparedness implementation appraisal report transmitted to you by letter dated October 29, 1981, from Mr. J. G. Keppler.

Regarding Attachment 1 of your letter '"Significant Appraisal Deficiencies" your response to Items.1, 3, 4, 5, 6,-7, 8 and 10 are acceptable and we will examine these items during a subsequent inspection. We have specific comments on Items 2, and 9 which appear in Attachment 1 of.this letter.

Regarding Attachment 2, " Appraisal Improvement Items" we have a comment on Item 30 which appears in Attachment 2 of this letter. The other responses t.-

to" appraisal improvement items are acceptable and we will examine these items during a subsequent inspection.

Please provide us with a copy of your Emergency Plan, upgraded according to Appendix D attached to our October 29, 1981 letter to you.

ATTACHMENT 1 Deficiency 2.

The minioum shift staffing proposed in your respone is unacceptable because it doec not meet the guidance recommended in NUREG-0654, Table B-1 i.e., you do not provida a SRO-Foreman, a Rad / Chem Tech, nor a Communicator. We understand that you intend to request an exempt. ion from the guidance in Table B-1.

Until the exemption is approved, your minimum shift staffing is unacceptable and inadequate compensatory measures are in place.

Deficiency 9.

The offsite assembly area at Genoa-1 would be unacceptable in adverse wind conditions during an emergency involving a release of radioactivity.

There would be a potential of contaminating evacuees during egress from the evacuation assembly area when evacuees are released to return to their homes.

Please clarify how this problem can be solved.
