Dear Mr. Mattimoe:

SUBJECT:

TMI ACTI0fl ITEM II.K.2.16 " REACTOR C00LAtlT PUMP SEAL DAMAGE" We have reviewed your response dated Decenber 15, 1900, concerning the above subject, and we have discussed this issue with your staff. Since Rancho Seco relics upon operator action to reinstate RCP seal injection water upon loss of offsite power, we have detemined that SMUD should perfom one of the following actions to resolve Item II.K.2.16:

(1) confirmatory experimentation demonstrating the RCP seal integrity is naintained after two hours of coolant deprivation and quenching as a result of reinstating seal injection water, or (2) automation of the cooling systems such that the seal injection water is automatically naintained following loss of offsite power, or (3) reanalysis of FSAR Chapter 14 transients and accidents denonstrating the seal failure will not result in unacceptable consegunnces.

Within 30 days from receipt of this letter, we request your connit-ment, descripf. ion of nethod, and schedule for resolution of the II.K.2.16 issue.

Sincerely,

c m uz Jc.u a m Is" John F. Stolz, Chief Operating Reactors Branch #4 Division of Licensing cc:
