BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS.1 AND 2 DOCKET NOS. 50-325 AND 50-324 LICENSE NOS. DPR-71 AND DPR-62 EXTENSION OF SURVEILLANCE FREQUENCY RE0UIREMENTS

Dear Mr. Vassallo:

Summary In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications for the Brunswick Steam Electric Plant Unit No. 1; in addition, we are requesting a revision to the Operating License for Brunswick Unit No. 2.

All of these revisions are to provide slight extensions of the end-dates for performing several inspections, surveillances, and tests that are required by Technical Specifications.

Brunswick Unit No. 2 must be shut down in order to complete each of these items.

Discussion Recent system load requirements and the upcoming peak winter months will necessitate maintaining Brunswick-2 in service until its refueling outage scheduled to begin prior to May 1,1982.

Since several Technical Specification items that require Brunswick-2 to be shut down fall due between March 5 and April 29, 1982, a "one-time" extension to the requirements of Specification 4.0.2.a for the Technical Specifications listed in Enclosure 1 is requested.

Due to the extent of previous in-cycle maintenance outages on the Brunswick units, the Technical Specifi-cation items listed in Enclosure 1-have not yet been performed. The final _due dates (i.e., the eighteen-month surveillance interval plus the 25 percent extension of the interval allowed by Specification 4.0.2.a) are also shown in Enclosure 1.

CP&L has determined that the optimum alternntive is to complete all of this work during the scheduled Brunswick Unit No. 2 refueling outage. However, we also plan to do as much of this work as possible during unscheduled outages if that opportunity occurs.

  • lists the specific Technical Specifications Sur-veillance Requirements for which an extension is requested; it also lists the associated Periodic Tests (pts), the eighteen-month surveillance interval due dates, and the surveillance interval final due dates. A includes a list of the pts by title, the date of the pre-vious test and the results.

Completion of each of these items requires that Brunswick-2 be chut down.

All of the items are on eighteen-month surveillance intervals and have a record of satisfactory performance during initial testing at the end of their previous intervals.

The extensions requested for these items range from 1 to 56 days, which is between 1 percent and 10 percent of the original surveillance interval.

The small delays in performing these tests will not affect the capability of the associated systems; in fact, the successful history of previous tests and of similar ongoing tests provides assurance that the probability of failure of these componente and systems will not increase.

The delays should, therefore, not affect the reliable operation of these systems.

In addition, continued operation will allow Brunswick-2 to reach its minimum fuel ourn-up window for refueling sooner, thus reducing the portion of the calendar year in which off-gas effluents are higher than normal. consists of two revised Brunswick-1 Technical Spccifications pages which would allow deferral of certain diesel generator verifications.

One of these is related to ambient starting of the diesel with emergency loads, and the other concerns load sequence relays. is a revised Brunswick-2 Operating License Paragraph 2.C.(2) which would allow deferral of several surveillance requirements related to Automatic Depressurization System, diesel generators, and certain instrumentation for ECCS, isolation actuation, and reactor protection system.

All deferral requests related to disel generators are for diesel generators No. 3 and No. 4.

Certain deferrals are for Unit 1 Technical Specification requirements and others are for Unit 2 Technical Specification requirements, although Unit 2 must be shut down to perform all of the related pts.

This situation is due to the arrangement of the plant emergency buses and the fact that certain safety system loads from both units (RHR, for example) are connected to each of the four diesel generators. The corresponding pts for diesel generators No. 1 and No. 2 were performed during a aalntenance outage on Brunswick Unit 1 in 1981.

CP&L has performed safety analyses for the requested Surveil-lance Requirement deferrals and determined that there is no impact on (1) the probability of occurrence or consequences of an accident or malfunction of equipment important to safety previously evaluated in the FSAR; (2) the possibility of creation of an accident or malfunction of a different type than any previously evaluated in the FSAR; and (3) the margin of safety as defined in the bases for Technical Specifications.

(2) (Enclosure 3) with the changes indicated by vertical lines in the right-hand margins. We have evaluated this request in accordance with the criteria in 10 CFR 170.22 and have determined-that this request involves a single technical issue; therefore, a Class III and a Class I license amendment fee are required for Brunswick-1 and Brunswick-2, respectively. Our check for $4,400.00 is enclosed in payment of these fees.
