Dear Mr. Clark:
The Commission's letter to Omaha Public Power District, dated January 8,1982, requested our implementation schedule for meeting the shif t manning requirements for normal operation as defined in NUREG-0737, " Clarification of TMI Action Plan Requirements".
Item I.A.1.3.2 of NUREG-0737 specifies that by July 1,1982 the minimum shif t manning at the Fort Calhoun Station during(power operation shall include two licensed senior reactor operators SR0's), two licensed reactor oper-ators (R0's), and two auxiliary operators (A0's). The Fort Calhoun Station's present required minimum staffing is one SR0 (shift super-visor), two R0's, and two A0's.
The District started a program early in 1981 to train and license additional operators in order to add an additional SR0 on shift and expects to meet the NUREG-0737 criteria by July 1, 1982.
However, to meet the July 1,1982 schedule, the District presupposes that the operators presently under training will pass their license examinations l
and that the District retains the existing operators on staff.
