TENNESSEE VALLEY AUTil0RITY DOCKET NO. 50-327 SEQUOYAH NUCLEAR PLANT, UNIT 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment - No.11 License No. DPR 1.
The Nuclear Regulatory Conaission (the Conaission) has found that:
A.
The application for amendmerit to the Sequoyah Nuclear Plant, Unit 1 (the facility) Facility Operating License No. DPR-77 filed by the Tennessee Valley Authority (licensee), dated November 23, 1981, com-plies with the standards and requirements of the Atomic Energy Act of 1954, as aanded (the Act) and the Comission's regulations as set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the license, as amended, the provisions of the Act, and the rules and regulations of the Com-mission; C. -There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in conpliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the connon defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Conaission's regulations and all applicabic requirements have been satisfied.

Accordingly, Facility Operating License DPR-77 is amended by the following change:
A.
Change paragraph 2.C.(22)D. to read as follows:

. system for the plant is installed and will perform its intended function in a manner that provides adequate safety margins.
(2) During the interim period of operation. TVA shall continue a research program on hydrogen control measures and the effects of hydrogen burns on safety functions and shall submit to the NRC quarterly reports on that research program.
(a) TVA shall amend its research program on nydrogen control measures to include, but not be limited to, the following items:
1)
Improved calculational nethods for containnent tempera-ture and ice condenser response to hydrogen combustion.
- 2) Research to address the potential for local detonation.
- 3) Confirmatory tests on selected equipacnt exposed to hydrogen burns.
4)
New calculations to predict differences between expected equipment temperature environments and containment tem-peratures.
- 5) Evaluate and resolve any anomalous results occurring during the course of its ongoing test program.
(b) A schedule for confirmatory tests shall be provided by TVA consistent with the requirecent to meet Section (22)D.(2) of the license.

This license amendment is effective as of its date of issuance.
