20555 BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS. 1 AND 2 DOCKET NOS. 50-325 AND 50-324 LICENSE NOS. DPR-71 AND DPR-62 NRC GENERIC LETTER 81-04 EMERGENCY PROCEDURES AND TRAINING FOR STATION BLACKOUT EVENTS
Dear Mr. Eisenhut:
This is in regard to your February 25, 1981 letter (Generic Letter 81-04) concerning procedures and training for station blackout events. Carolina Power & Light Company (CP&L) finds that it could not complete the actions required by Generic Letter 81-04 for Brunswick Steam Electric Plant Unit Nos.1 and 2 by December 31, 1981, as stated in our letter of September 14, 1981.
This delay is due to the work load i
assigned to certain Brunswick personnel and to the recent development of CP&L's flow chart concept for the immediate action portion of the Brunswick Plant Emergency Procedures.
The Brunswick personnel responsible for the Generic Letter 81-04 effort have also been assigned other NRC issues to which we have assigned a higher priority.
These issues include override of containment purge isolation and other engineered safety feature actuation signals and the adequacy of station electrical distribution systems voltages.
In our letter to you dated January 25, 1982, we discussed recent developments pertaining to the CP&L flow chart concept for the immediate action portion of the Brunswick Plant Emergency Procedures.
Since a portion of these flow charts and procedures concern the loss of onsite/offsite power, we believe that these flow charts and procedures j
will assist us in evaluating our existing procedures and training against station blackout concerns addressed in Generic Letter 81-04.
Accordingly, CP&L has rescheduled completion of the NRC requests from Generic Letter 81-04 until April 30, 1982.
We believe that this schedule will provide adequate time for us to complete our review and fully utilize the information being gained from the develop-ment effort for the CP&L flow chart concept for the Plant Emergency Procedures.
