MAEC-81/251, 11/30/81 This letter provides our response to NRC Violation Item 416/81-51-01 as transmitted by your letter MAEC-81/251, dated November 30, 1981.
I.
ADMISSION OR DENIAL OF THE ALLEGED VIOLATION During the NRC visit of November 9-12, 1981, the NRC inspector concluded that the Bechtel CTO group was performing Local Leak Rate Testing (LLRT) on containment penetrations without proper authorization. The Grand Gulf Startup Manual (SUM) requires that work done by construction personnel on systems turned over to MP&L be controlled by the authority of a Construction Work Permit (CWP). The LLRT procedure deleted the requirement for a CWP, but this is unacceptable, since the LLRT proce-dure is a lower-tiered document than the SUM.
MP&L concurs with this violation.
II.
REASON FOR THE VIOLATION The cause of this violation was that the SUM did not adequately define the intended controls required for ths LLRT program. The LLRT was a task assigned to the constructor and c 'sidered a defined scope of work.
In that the systems were not being moditied, startup personnel inter-preted the activity to be outside the scope of the CWP program. The SUM did not address the exemption of the LLRT from the CWP program.

CORRECTIVE ACTIONS TAKEN & RESULTS ACHIEVED The SUM has been revised to permit LLRT and related inspections to be performed by construction personnel without a CWP, but with the Startup Test Supervisor's cognizance (ref. SUM 5000, Para. 4.4.1.6).
IV.
CORRECTIVE STEPS TAKEN TO AVOID FURTHER VIOLATIONS Training sessions have been held with all Startup Test Supervisors which explain revisions to the SUM.
V.
DATE TO ACHIEVE FULL COMPLIANCE The SUM was revised on December 14, 1981. Training regarding the revisions has been completed.
