Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416/417 File 0260/15525/15526 PRD-82/01, Final Report, Delaval Standby Diesel Generators-Governor Lube Oil Coolers AECM-82/48 On January 4,1982, Mississippi Power & Light Company notified Mr. Ross Butcher, of your of fice, of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns the Governor Lube Oil Cooler on the Delaval Standby Diesel Generators.
Based on the results of our investigation, we have determined that this deficiency is reportable under 10CFR50.55(e) and 10CFR21. All details are provided in our attached Final Report.

O'Reilly, NRC, Region II by letter AECM-82/48, January 29, 1982. This deficiency was also reported under 10CFR21 by Transamerica Delaval, to the NRC, in their letter dated December 9, 1981.

Supplied to Grand Gulf by Transamerica Delaval, Oakland, California.

Nature of the deficiency... and the safety hazard which... could be created by such a deficiency...:
A.
Description of the Deficiency The elevation of the governor lube oil cooler on the Transamerica Delaval Standby Diesel Generators is above the oil level of the governor.
This presents the possibility of air being trapped in the governor lube oil system when the oil level in the governor is low.
If air is trapped, engine starting.may be affected.
B.
Analysis of Safety Implications i
This deficiency, had it remained uncorrected, could have had an adverse af fect on the safety of plant operations.- If the diesels were required to provide AC power to the Division 1 and 2 ESF Bus, during a LOCA condition or loss of offsite power, the air that may i
be trapped may affect engine starting and operation. Therefore, the diesels would be prevented from performing their design function.

The date on which the information of such deficiency... was obtained.
Mississippi Power and Light received information of the deficiency on December 31, 1981. We reported the deficiency to Mr. Ross Butcher, of your of fice, as a Potentially Reportable Deficiency on January 4,1982.
An evaluation for Part 21 has been completed and the MP&L " Responsible Of ficer," Mr. J. P. McGaughy, Jr., will be notified when he returns to his office.

In the case of the basic component... the number and location of all such components.
We do not have knowledge of the location of defective equipment located other than at GGNS.

The corrective action which has been taken... che name of the individual

A.
Corrective Actions Teken The governor lube oil cooler, on the Unit I diesels has been relocated as per a new drawing issued by Delaval.
The Unit 2 lube oil coolers will, also be relocated as per this drawing.
This deficiency, at Grand Gulf, is an isolated occurrence and no action is required to preclude recurrence.

Length of Time to Complete Actions The governor lube oil cooler, for the Unit I diesels, has been relocated below the governor. A date for relocating the lube oil cooler on the Unit 2 diesels will not be available until af ter the construction of Unit 2 is resumed.

As the deficiency did not originate with MP&L, we have no advice to offer.
