Dear Mr. Engelken:
This will confirm our telephone notification of your office on September 28,1981. at 12:30 p.m. of a potential problem in the analysis -
of piping systems contained in the annulus area of the containment building.
This report is in conformance with technical specification section 6.9.1.12.i.
A review is in progress to determine the accept-ability of data used for seismic analysis in the annulus area.
The results of this review should be available in 7 to 10 days and correc-ttve actions, if required, will then be determined.
Fuel Toading will be delayed until a resolution of those items necessary for fuel loading are completed and concurrence is obtained from the NRC.
We will keep you informed of progress during the review.

INOPERABILITY OF THE RESIDUAL HEAT REMOVAL (RHR) SYSTEM - INCORRECT SEISMIC ANALYSIS I
On Sept.nber 27.1981, at 4:30 p.m.,
the Plant Superintendent informed the resident inspectors of a potential problem with the seismic analysis of the RHR System. The following day,'
4 September 23. 1981, during a morning meeting, the licensee informed the resident inspectors that apparently the Unit 2 piping drawings between the containment wall and the missile shiold had been used in the seismic analysis of the Unit 1 piping. Consequently, the licensee has concluded that the RHR System (and possibly other piping in this area) has not been i-properly analyzed and that the RHR System is inoperable at this time. The licensee has F
not loaded any fuel in the reactor at this time and has deferred fueling operations until this issue is resolved.
Media interest is expected.
Neither the licensee nor the NRC plans to issue a news release.
Region V (San Francisco) neceived notification of this occurrence from the residant inspector at 9 a.m. on September 28, 1981. This infomation is current as of 10:00 a.m.
