FOR CUSE IN UNIT l ONLY THREE MILE ISLAND NUCLEAR STATION G UNIT NO.1 EMERGENCY PLAN IMPLEMENTING PROCEDURE V WAREHOUSE MUSTER 1.0 PURPOSE The purpose of this procedure is to provide the Emergency Assembly Area Coonlinator with a list of actions to be perfonned that will allow an orderly muster and evacuation upon declaration of a Site Emergency. The Emersency Assembly Ama Coonlinator is msponsible for implementing this procedum.

2.0 ATTACHfENTS 2.1 Attachraent I - Warehouse Muster Sheet 2.2 Attachment II - Warehouse Floor Plan and Muster Locations 2.3 Attachment III - Personnel Evacuation Route 3.0 EMERGENCY ACTION LEVEL:

3.1 This procedure is to be initiated upon declaration of any of the followi ng :

3.1.1 Declaration of Site Emergency 3.1.2 As dimcted by the Emergency Director 4.0 EMERGENCY ACTIONS 4.1 Upon declaration of a site emergency or when directed by the Emergency Dimctor, the Emergency Assembly Ama Coordinator shall report immediately to the Unit 1 Warehouse to commence mustering of personnel.

(ini t) 4.2 With assistance from the Site Protection Officer, the Emergency Assembly Ama Coordinator should: 1) Direct all personnel into the Warehouse through door marked "A" on Attachment II. 2) Fonn 3 lines inside the warehouse as shown on Attachment l'I. 3) Assign 3 1.0 FOR USE IN UNIT I ONLY

FOR USE'IN UNIT I ONLY E sn0 individuals to take names etc., on muster sheets (see Attactnent I). 4) Assemble two groups as individuals are recorded. -

Technical Back-Up Group and Non Essential Group (see Attachment II for assembly locations).

4.2.1 The Technical Back-Up Group will consist of personnel with technical expertise (i.e. , Mechanical, Electrical, I and C, Health Plysics, Operations, etc.).

4.2.2 The Non-Essential Group will consist of all other person-nel . (i .e. , Administrative etc. )

4.3 When muster is complete, the Emergency Assembly Area Coordina-tor shall establish communications with the Unit 1 Control Room (phone number X f or security frequency of radio and inform the Emergency Director that muster is complete and ask if he requires any assistance from the Technical Back-Up group or Non-Essential group.

4.3.1 The Site Pmtection Officer shall inform his Duty Ser-geant that muster is complete.

4.4 Muster sheets shall be given to the Site Protection Officer.

4.5 Upon receiving the message to evacuate the Emergency Assembly Ama Coordinator and Site Pmtection Officer shall distribute Attachment III Personnel Evacuation Route located in the i Emenjency Locker and ensure an orderly evacuation by private vehicle to 500 KY Substation or Middletown Junction Substation

- as di mcted. Once monitored at the 500 KV Substation or Middletown Substation ensure the Technical Backup Group l

5.2 Instructions from Control Room, if any, concerning assistance from the Technical Back-Up Group or Non-Essential Group have

been received.

5.3 Attachment III has been distributed to personnel.

5.4 Personnel have commenced an orderly evacuation to either 500 KV Substation, or !!iddletown Substation, as directed for 4

personnel / vehicle monitoring.

(] THREE MILE ISLAND NUCLEAR STATION U UNIT N0. 1 EVERGENCY PLAN IMPLEMENTING PROCEDURE 1004.6 ADDITIONAL ASSISTANCE AND NOTIFICATION 1.0 PURPOSE To provide the Emergency Director with a directory of additional emergency response personnel, organizations and agencies by organizational duties, responsibilities and disciplines.

The Emergency Director is responsible for implementing this procedure.

2.0 ATTACHMENTS E.1 Attachment I - Unit I Onsite Emergency Response Directory.

2.2 Attachment II - Unit 2 Onsite Emergency Response Directory.

2.3 Attachment III - Offsite Emergency Response Directory.

2.4 Attachment IV - Emergency Response Assistance Checklist.

2.5 Attachment V - Emergency telephone numbers for NRC notification. l 3.0 EMERGENCY ACTION LEVELS _

3.1 This procedure shall be implemented with the declaration of any class of emergency when additional emergency response personnel, organizations or agencies than those listed on the appropriate Emergency Procedures are needed to assist TMI, or, 3.2 As requested by the Emergency Director.

4.0 EMERGENCY ACTIONS 4.1 In the event of a declared emergency at TMI that requires additional emergency response personnel, organizations or agencies, che following steps should be taken:

4.1.1 Determine the discipline of personnel or necessa.y equipment that will be needed for the class of emergency declared.

v 4.1.2 Refer to Attachment I, II, or III to find t N appropriate discipline, choose the personnel, organization or agency wanted'and telephone number of-that organization.

4.2 When called party answers, provide the following message:
