Resolution Regarding Radiological Emergency Response Plan Title 10, Code of Federal Regulations, Part 50, requires Nuclear Regu-latory Commission licensees to implement a Radiological Emergency Response Plan and adhere to specific criteria referenced in NUREG-0654/ FEMA-REP-1, Revision 1, entitled " Criteria for Preparation and Evaluation of Radio-logical Emergency Response Plans and Preparedness in Support of Nuclear Power Plants."
Included in this criteria is the requirement that each licensee desig-nate individuals who shall have the authority and responsibility for initiating any emergency action in order to protect the health and safety of the public. Such individuals shall be given the responsibility to take immediate action without specific prior Board approval, including the award of contracts and the expenditures of District funds.
The attached draft resolution will provide for the declaration of an emer-gency and authorize and direct the designated personnel to take such fur-ther action required by the Radiological Emergency Response Plan, including any expenditures necessary, in order to protect the health and safety of the public.

RESOLUTI0il NO. 3083 WHEREAS, the March 28, 1979 accident at the Three Mile Island nuclear electrical generating facility in Harrisburg, Pennsylvania, identified the need for immediate and decisive management action given such an emergency, and WHEREAS, the Huclear Regulatory Commission (NRC) has issued new regulations in Title 10, Code of Federal Regulations, Part 50 which, in part, require adherence to the specific criteria in NUREG-0654/ FEMA-REP-1, Revision 1, entitled " Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants",
and WHEREAS, the criteria require that each licensee shall designate personnel who shall have the authority and responsibility to immediately and unilaterally initiate any emergency actions, and WHEREAS, such regulations may, in the event of an occurrence requiring implementation of all or a part of the NRC-approved Radiological Emergency Response Plan for the Fort Calhoun Station, make it necessary to take immediate action without specific prior Board approval, including the award of contracts and the expenditures of District funds.
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of Omaha Public Power District determines that an occurrence at the Fort Calhoun Station which results in the declaration of an Emergency Condition as defined in said Radiological Emergency Response Plan, should be and hereby is declared to be an emergency, and the General Manager of Omaha Public Power District, or his designee, is hereby authorized and directed to appoint such personnel and to take such further action required by such Radiological Emergency Response Plan in order to provide an immediate and decisive response as may be necessary to mitigate the consequences of any such occurrence and for protection of the health and safety of the public.

This plan provides guidelines and information, including an organizational structure, to assure that the public health and safety will be protected in the unlikely event of a radiological emergency at the Fort Calhoun Station.
The Nuclear Regu-latory Commission's NUREG-0654/ FEMA-REP-1, Revision 1, dated November 1980, provided the criteria for the development of this plan.
The Radiological Emergency Response Plan is hereby designated as the District's official plan for responding to a radiological emergency at the Fort Calhoun Station.
Personnel occupying positions identified in the plan are authorized to conduct those activities necessary to fulfill their responsibilities as descr* bed i e plan.
