HRC STAFF POSITION ON CERTAIN SIGNIFICANT FINDINGS MADE BY EMERGENCY PREPAREDNESS APPRAISAL TEAM AT THE OYSTER CREEK NUCLEAR GENERATING STATION During the emergency preparedness appraisal at the Oyster Creek Nuclear Generating Station, the appraisal team made three significant findings for which the licensee refused to provide dates for completion of corrective actions. A conference call among the addressees of this memorandum to determine the common NRC position on these findings was made at 10:30 a.m. on January 22. 1982. The findings were that the licensee should:
(1) relocate the Emergency Command Center (ECC) so that it is not in the Control Room; (2) provide a Technical Support Center (TSC) which meets space, location, and habitability conditions and has the equipment, supplies, communi-cations and protective means required to fulfill its functions during emergencies; and (3) provide sampling equipment which allow the sampling of reactor coolant and containment atmosphere under post-accident conditions per NUREG-0737.
Concerning finding (1), it was pointed out that the licensee's small Control Room would be congested during response to an amergency because about ten (10) additional people beyond the normal Control Room complement would report to the Emergency Command Center. About fifteen (15) people would be in the Control Room and the small adjoining shift supervisors office. This number of people in this small area attempting to perform vital emergency response functions would create confusion which would impair _ the ability of all concerned to perform these necessary functions. Facilities was the need to relieve the Control Room of such congestion and confusion so that Control Room personnel could adequately perform their necessary emergency response functions. The conferees agreed that the licensee must be required to remove the Emergency Control Center from the Control Room.
In con-junction with this and in regav % finding (2), it was the consensus of the conferees that the licensee shoum provide an adequate Technical Support Center (TSC), and the licensee could use the TSC as their Emergency Command Center.
Concerning finding (3), it was pointed out that the licensee had made two applications to fiRR.
In the first application dated August 27,1981, the licensee requested that thsy be allowed to delay installation of the post-accident reactor coolant and containment atmosphere sampling equipment from the January 1,1982 date to their next scheduled refueling / maintenance outage (mid-March 1982).
In the second letter of December 24, 1931, the licensee asked that several items scheduled to be done during their next outage be allowed to be postponed until the next succeeding outage in 1984. Among these items was the installation of the post-accident sampling equipment for taking reactor coolant and containment atmosphere samples. The f!RC has not formally replied to the licensee concerning either of these requests.
It was the consensus of the conferees that it would be satisfactory to allow the licensee to delay the installation of the equipment until the next outage, currently scheduled for July 1982 through July 1983. However, further delay of the sampling equipment installation until 1984 would not be acceptable.
