Technical Inspection Branch Inspection Summary:

Inspection on October 28, 1981 (Report Nos. 70-475/31-02 and 70-303/81-02)

Areas Inspected:

Facility Organization; Physical Inventory and Records and Reports. The inspection involved 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> on site by one NRC inspector and was begun during the regular hours.

Results: The licensee was found to be in compliance with NRC require-ments in the areas examined during the inspection.

DETAILS 1.

Persons Contacted M. Kaplan, Professor of Chemistry F. Bomba, Radiation Safety Officer (SNM Accountability Representative) denotes those present at the exit interview.

Exit Interview The inspector met with the licensee's representatives (denoted in Paragraph 1) at the conclusion of the inspection on October 28, 1981.

The inspector summarized the scope and findings of the inspection.

MC 85202B - Facility Oraanization No items of noncompliance were identified. The inspector verified, through review, that the licensee had adequate written procedures for Nuclear Material Control and Accounting and that written statements of responsibility and authority had been established for those positions with responsibility for special nuclear material (SNM). These procedures were included in their manual entitled

" Regulations Concerning Radiation Safety At Carnegie-Mellon University,"

which was prepared by the Radiation Safety Committee, and dated October,1978. The manual is undergoing revision to reflect current practices.

The Radiation Safety Committee (RSC) reports directly to the Vice-President-of Academic Affairs of Carnegie-Mellon University (CMU).

The RSC has the responsibility for supervision, inspection, and control of all CMU activities and installations involving radioactive materials.

Both Mr. F. Bomba and Professor M. Kaplan are members of the RSC.

Professcc Kaplan was a former chairman of the RSC.

MC 85212B - Physical Inventory No items of noncompliance were identified. The inspector performed an inventory verification on October 28, 1981 of the material held under License Nos. SNM-281 and SNM-444 at the licensee's campus storage areas; Mellon Institute Building; Doherty Hall; and Scaife Hall of Engineering.

The licensee's most r ecent. physical inventory listing (as of September 9,1981) was used as the basis for the verification. All items on the listing (2-Pu Alpha Sources, 7-PuBe sources and.167 grams U-235 in metallic powder) were located and.

identified either by serial number or container identification.

Also, a review of the leak-test records indicated that the licensee

3 had complied with the license requirements of testing each plutonium / beryllium source for leakage at intervals not exceeding six months and for testing each plutonium / alpha source for leakage at least once every three months.

MC 85216B - Records and Reports No items of noncompliance were identified. The inspection results were attained through a review of the Material Status Reports (Form NRC-742) that were maintained and submitted by Mr. F. Bomba for periods ending September 30, 1978, March 31 and September 30, 1979, March 31 and September 30, 1980 and March 31 and September 30, 1981, to verify compliance with 10 CFR 70.53. Material balance summaries for the period covered by the inspection are shown in Exhibits I and II.
