NRC ACCEPTANCE OF REVISED WASHINGTON PUBLIC POWER SUPPLY SYSTEM'S QUALITY ASSURANCE TOPICAL REPORT The Bouchey/Haass letters of May 6 and December 21, 1981, submitted Revisions 5 and 5, respectively, to Washington Public Power, Supply System's (WPPSS) topi-cal report, " Operational Quality Assurance Program Description," for staff review and approval.
These revisions 5' and 6 update the topical report to reflect organi-zational and programatic changes and commitments to current regulatory guides.
Based on our evaluation of the proposed changes described in Revisions 5 and 6, we find that your revised topical report continues to meet the criteria of Appen-dix B to 10 CFR Part 50.
Therefore, your revised topical report is acceptable, and you may implement it upon issuance of the revision. We do not intend to

repeat our myiew of this topical report when it is referenced in an application unless changes occur in our acceptance criteria.
l To use the topical report in future license applications, WPPSS need only refer-ence this topical report in Section 17 of the Safety Analysis Report.
In addi-tion, this QA program may be implemented imediately on all ongoing activities.
In this regard, identify in your transmittal letter those nuclear power plants that will be covered by Revisions 5 and 6 to WPPSS-QA-004.
Should regulatory criteria or regulations change such that our conclusfons about this topical report are invalidated,'.we will notify you. You will be given the opportunity to revise and msubmit it should you so desire.
Progranmatic and organizational changes by WPPSS to this topical report are to be submitted to NRC for review within 30 days of the change.
Please include a copy of this letter and the enclosed topical report evaluation in your report, renumber the report WPPSS-QA-004A, Revision 6, and resubmit 36 copies.

SUMMARY
OF TOPICAL REPORT Topical Report WPPSS-QA-004, Revision 6, describes the quality assurance (QA) pro-gram which Washington Public Power Supply System (WPPSS) applies to those opera-tional phase activities involving safety-related structures, systems, and compo-nents of nuclear power plants within the WPPSS scope of work. WPPSS-QA-004, Revi-sion 6, commits WPPSS to comply with the requirements of Appendix B to 10 CFR Part 50 and to follow the regulatory position provided by the NRC in Regulatory Guides 1.8-Revision 1-R (May 1977),1.26-Revision 3 (February 1976), 1.29-Revision 3 (September 1978),1.30 ( Augus t 11,1972),1.33-Revision 2 (February 1978), 1.37 (March 16,1973),1.38-Revision 2 (May 1977),1.39-Revision 2 (September 1977),
1.58-Revision 1 (September 1980),1.64-Revision 2 (June 1976),1.74 (February 1974),1.88-Revision 2 (October 1976),1.94-Revision 1 ( April 1976),1.116 (May 1977),1.123-Revision 1 (July 1977),1.144-Revision 1 (September 1980), and 1.146 (August 1980) as documented in Appendix II in the report.
WPPSS has provided for our evaluation a detailed organizational description of those individuals and groups involved in carrying out activities required by the QA piogram and a delineation of duties, responsibilities, and authority of those organizational elements involved in the QA program.
WPPSS-QA-004, Revision 6, contains a description of the measures used to carry out the WPPSS QA program activities and describes how applicable requirements of Appendix B to 10 CFR Part 50 will be satisfied by the administration and implementation of these measures.
SUMMARY
OF REGULATORY EVALUATION AND POSITION We have evaluated the QA' program and the org'anizations responsible for QA func-

tions as described in WPPSS-QA-004, Revision 6.
We find that QA policy and direc -
tion originate at an acceptably high management level and are effectively communi-cated to other parts of the organization.
Individuals performing QA functions have responsibility and authority commensurate with their duties in implementing the QA program. We also find that measures have been established to be imple-mented by written procedures and instructions which address each of the criteria of Appendix B to 10 CFR Part 50 in an acceptable manner.
Based on our review and evaluation of WPPSS-QA-004, Revision 6, we conclude that:

The organizations and persons performing QA functions within WPPSS have the required independence and authority to effectively carry out the QA program without undue influence from those directly responsible for costs and schedules.
