, Introduction Pursuant to Section 50.90 of the Commission's Rules and Regulations, Boston Edison Company hereby proposes the following modification to Appendix A of Operating License No. DPR-35 l Proposed Change_

, The proposed change is applicable to the following Pilgrim Station Limiting Conditions for Operation.

.The proposed change consists of adding a footnote, applicable to each of the above Limiting Conditions of Operation which provides conditional relief from each LCO'from January 30, 1982 to startup.

" Masonry Wall Design" have revealed that masonry walls 209.1, 67.1, 184.2/

188.4, 184.0/188.0, 65.19, and 196.0 will not retain their structural inte-grity following certain design basis events; High Energy Pipe Break Outside Containment. Tornado Depressurization and Seismic. Failure of these walls would impact certain safety systems which will be required to be operable during three tests to be conducted before startup. 'Ihese tests are: (1) the integrated leak rate test (ILRT), (2) primary startup hydrostatic test and (3) scram timing. The collective impact of.,the failure of these block-walls is outlined in matrix form on attachment A. Specific equipment failures are as follows:

Since the three tests will be prohibited during*: times when a tornado depressuriza-tion event is likely, i.e., when a Tornado Watch is issued by the U.S. Weather Service, then only walls 65.19 and 196.0 are of concern. The safety concerns.

raised by the failure of these walls are much less than those associated with failure of all the above listed walls. Pipe break outside of containment is presently of no concern because of the plant being shutdown.

. The loss of power to the SLCS tank heater is not of concern because the calculated heat loss across the insulated tank wall will not drop to the point of system incapacitation for the short duration SLC is required after an initiating event.

The specific failure that would render the Standby Gas Treatment B inoperable, would be the loss of VEX-210B fan discharge damper (MO-N-113).

However, current plant practice' has this outlet damper failed in the open position due to environmental qualification considerations, ie.. IE Bulletin

  1. 79-018. This practice will continue to be in effect for the time frame of Tech. Spec. relief.

During this period of conditional relief from the stated sections of Tech-nical Specifications, Boston Edison shall implement the following interim actions to address each design base evert of concern. -

Tornado Depressurization All testing shall cease during Tornado Watch conditions as defined by the U.S. Weather Service. .

Seismic The non-impacted trains (loop B) of the Standby Gas Treatment System (SBGTS) and Control Room High Efficiency Air Filtration System (CRHEAFS) shall be continuously operated. The tests shall cease if either of the continually running systems are made or found to be inoperable.

We have concluded that the proposed change does not represent an unreviewed safety question and with the compensatating meas'u res as described above there is reasonable assurance that the public health and safety will not be endangered.

The proposed change has been reviewed and approved by the Operations Review Committee and reviewed by the Nuclear Safety Review and Audit Committee.

Fee Consideration In accordance with Section 170.12 of the Commission's Peoulations, Boston Edison proposes this license change as Class III. Accbrdinoly a check for Four Thousand Dollars ($4,000) is enclosed.
