SUPPLEMENT TO NRC STAFF'S ANSWER IN SUPPORT OF LICENSEE'S MOTION FOR RECONSIDERATION By a Motion dated December 30, 1981 Licensee petitioned the Licensing Board to reconsider those portions of its Partial Initial Decision of December 14, 1981 requiring, as a condition for restart, that an analysis of a break in the reactor coolant pump suction piping be performed by Licensee and submitted to the NRC Staff for its review.

The NRC Staff filed an answer in support of Licensee's motion dated January 8,1982. Both filings referenced an affidavit of Walton L.

Jensen, Jr. that had been filed in a proceeding in the matter of Sacramento Muncipal Utility District, Rancho Seco Nuclear Generating Station, Docket No. 50-312 SP.

While considering the filings of the Licensee and the Staff the Board requested more infonnation.

In a conference call on January 13th involving the Chairman of the Board, a technical advisor to the Board and Counsel for Licensee and Staff and a conference call on January 20th involving all of the members of the Board and their technical advisor, technical representatives of Licensee and Staff !ncluding Mr. Jensen, and Counsel for Licensee and Staff, the Board asked that Mr. Jensen's 7

. affidavit be supplemented.M In particular, the Board wanted Mr. Jensen to explain in more detail the bases for his conclusion that the time available for operator action to assure adequate cooling of the reactor core would not be significantly different for breaks occurring in the reactor coolant pump suction and discharge piping. Mr. Jensen's affidavit providing the supplementary information requested is enclosed.

Only Licensee and Staff were involved because no party other than the Staff had filed an answer to Licensee's motion.
