Dear Mr. Eisenhut:

On November 1,1981 Carolina Power & Light Company (CP6L) conducted a demonstration of CP&L's flow chart concept for the immediate action portion of the Brunswick Plant Emergency Procedures for Mr. William G. Kennedy and Mr. Mike Goodman of the NRC's Division of Human Factors Safety. The demonstration was held at the Browns Ferry reactor simulator and utilized CP&L operators from the Brunswick plant.

The scenarios for the demonstration were chosen by the NRC representa-tives. Although Mr. Kennedy and Mr. Goodman indicated that they were not in a position to concur or approve of the flow chart concept, their expressed response to the demonstration was favorable.

The completion of both the flow charts and the end path pro-cedures is dependent upon the completion and acceptance of the BWR Owners' Group procedure guidelines. CP&L is proceeding with the develop-ment of these procedures utilizing the " flow chart" concept for the immediate actions and written "end path" procedures for the subsequent actions while closely following the activities of the BWR Owners' Group.

CP&L, therefore, requests your formal concurrence with respect to the use of the flow chart concept for the Emergency Procedures' immediate actions in order that CP&L can proceed expeditiously with the procedure development in concert with the development of the BWR Owners' Group guidelines. We would appreciate your concurrence by March 1, 1982.
