i BACKGROUND This Request for Additional Information (RFI) is the result of an evaluation of the Licensee's submittal of August 31, 1981 for the systematic evaluation program (SEP) Topic III-3.C, " Inservice Inspection of Water control Structures," for the Millstone Nuclear Power Station. The purpo e of this SEP topic is to assess the conformance of the present inspection program for water control structures to Regulatory Guide 1.127 (Inspection of Water Control Structures Associated with Nuclear Power Plants). Wis includes evaluation of pertinent elements of the Licensee's program against current criteria and the safety significance of any deviations.
Inadequacies in the Licensee's submittal raised certain concerns which are addressec by this RFI.
We information obtained by this RFI will supplement other docketed information concerning inservice inspection of water

control structures and will be used to resolve all outstanding issues under this SEP topic.
ITEM 1 CONCERN Regulatory Guide 1.127 suggests that a detailed checklist be developed and used for inspection of each water control structure, paying particular attention to detecting evidence of leakage, erosion, seepage, slope insta-bility, undue settlement, displacement, tilting, cracking, deterioration, and improper functioning of drains and relief wells. Although the Licensee's submittal identified a few of the items to be inspected for each water coni:rol structure, the list was not comprehensive.
REQUEST Provide evidence, sur:h as a copy of the inspector's. checklist review sheet, indicating the items or features subjected to ret,lew or scrutiny during inspection of water control structures at the Millstone Nuclear Power Station.
If a detailed checklist is not used, provide the mechanism used by the inspector to report his findings.

ITEM 2 CONCERN Regulatory Guide 1.127 states that the inspection of water control structures should be conducted under the direction of qualified engineers l
experienced in the investigation, design, construction, and operation ci such facilities.
No statement indicating compliance with this principle was made in the Licensee's submittal.
REQUEST Verify that the inspections are performed by or under the direct.
supervision of competent engineering personnel.
