SUBJECT:
CHANGING STANDARD TECHNICAL SP.ECIFICATIONS..
Recently, a number of new licensees and projected upcoming licensees have been critical of the NRC's Standard Technical Specification (STS) review approach. More specifically, they are arguing that we do not have a set of STS that are constant but rather that they are changing often, even weekly. You will also recall that the Sequoyah 1 and Sequoyah 2 STS are different in a large number of areas.
Perhaps the utilities are being unduly critical of the NM in this area but if even a part of their arguments are valid, it would demonstrate an uncontrolled series of new requirements. My concern was recently heightened by my discussion with both PMs and members of the DST STS group who inferred that this is a problem that is out of control.
I want to emphasize that I do not know whether this is or is no't a problem.
It has reached a level of concern, however, where I believe it warrants prompt attention.
