CRGR REVIEW OF TECH SPEC CHANGE PROCEDURES During the coming months, the CRGR intends to review and develop procedures for controlling the mechanisms for placing new requirements on licensees.
The enclosed memos illustrate an area where it appears that new requirements are placed on licensees in a relatively uncontrolled manner.
Please have your staffs coordinate a brief presentation on Tech Spec Change Procedures for the CRGR meeting on February 4,1932. Include in the l
briefing the following items:

Frequency of changes 3.
Mechanisms for comunicating changes to licensees 4.
