SUBJECT:

REFUELING FOR THE NORTH ANNA POWER STATION, UNIT NO. 2 (NA-2)

On August 21, 1980, the Nuclear Regulatory Commission issued Facility Operating License KPF-7 to the Virginia Electric and Power Company for full power operation of NA-2.

As part of License NPF-7, License Condition 2.C.(15) and sub-paragraphs thereto specified various actions to be completed prior to restart of NA-2 after the first refueling outage.

We strongly urge that you assess the status of these licensing actions at this time so that no impact will develop which could delay the restart of NA-2 presently scheduled for May 1982.

Your letter of September 11,1981 (Serial No. 521) requested that paragraph 2.C.(15)(b) of License flPF-7 he revised by deleting the requirement for installing inspection ports in the HA-2 steam generators.

Our review of the bases provided in your September 1981 letter for supporting the requested action for 2.C.(15)(b) is scheduled for completion in early January 1982. We will keep you advised of the staff's conclusions regarding these matters. Also, we presently plan to issue any required follow-up actions regarding 2.C(15)(b) by mid-January 1982.
