This is to provide additional information regarding the reviews o f design changes at Byron which were discussed in references (a), (b), (c) ano (d).

Recently Commonwealth Edison Quality Assurance Manual Design Change Control Procedure QP 3-2 was revised.

This November 16, 1981, revision incorporates the onsite Architect Engineering j

change features Byron site had in place as o f the NRC exit debriefing o f July 31, 1981.

This currently approved method of review, approval, and release for construction o f certhin design changes wa s, howeve r, in noncompliance with the previous revision 4

of the Commonwealth Edison Quality Assurance Manual.

Currently, Engineering Procedures are in place describing both onsite design change methods:

1) issuance of an approved design sketch or 2) issuance of a formal drawing.

These procedures also delineate the capabilities of the onsite Architect Engineering organizations to review and approve a " Major" Field Change Request when appropriately structured.
