EMERGENCY PREPAREDNESS EXERCISES As you are aware, the revised emergency planning rule published August 19, 1980, requires that emergency preparedness be upgraded and maintained at and around nuclear power plants. Part of the maintenance process is a requirement for periodic exercises, some of which must have offsite partic-ipation.
In addition, a fullscale exercise must also be conducted before any new license can be granted. The NRC will provide observers for the onsite aspects of these exercises and will review the proposed scenarios.
Although we originally believed that two weeks prior to an exercise would be sufficient for review of the scenario for 1) adequacy in terms of scope (testing of major areas of response), and 2) in terms of adequacy of response for major portions of offsite plans; we now recognize that amount of time is not adequate to ensure proper review and coordination with all the partici-pants control organizations. Therefore, we request the following be implemented.
Period in Advance of Exercise Information to be Submitted 75 days Description of scope of exercise and objectives to be fulfilled 45 days Detailed description of exercise scenario and anticipated licensee actions 20 days Complete controller /prumpter packages which contain the information to be supplied to the observers for the 8201260294 820114 exercise along with that supplied to PDR ADOCK 05000285 the exercise players as the scenario F

Omaha Public Power District For exercises which include participation of offsite authorities, the information described above should be coordinated with appropriate State and local governmental agencies prior to submittal to the NRC. The availability of this information on this schedule should allow sufficient time for you to communicate with all participating agencies and coordinate efforts on the upcoming exercise. This should result in the maximum number of objectives being attained by all participating parties. Appropriate State and local agencies should also be infonned well in advance of major planned onsite exercises to facilitate scheduling of any coincident offsite participation they may deem desirable.
The information should be mailed to the Regional Administrator, USNRC, Region IV, at the above address. A copy of the first two items only should be sent to Brian K. Grimes, Director, Division of Emergency Preparedness, Office of Inspection and Enforcerrent, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555. For those licensees already Within the 75-or 45-day period prior to the exercise, please contact this office as soon as possible with a schedule for submission of the above infomation.
This request for information has been approved under CMB Clearance No. 0150-0011 which expiros April 30, 1982.
