This ia a reply to a letter of January 15, 1982, from Mr. L. C. DelGeorge, Director of Nuclear Licensing, of your organization.
We have reviewed your description of the proposed testing of the prompt public notification systems for your operating reactors. We find this type of testing to be unacceptable.
It does not meet the intent of 10 CFR 50.54(s)(2) or the requirements of Appendix E IV.D.3 as amended on December 30, 1981.
The four month period provided in 10 CFR 50.54(s)(2) will not apply to any licensee for the installation and initial testing of the public notifi-cation cystem by February 1, 1982.
If the system is not installed and tested by that time, we will take appropriate enforcement action promptly.
Enclosed is our view of what an integrated operability test should be.
That includes an audible test of the sirens' capability. Accordiegly, we expect by no later than February 1, 1982, that these tests shall be conducted at the Dresden, Quad-Cities and Zion nuclear plants.

INITIAL TESTING OF PR0RPT PUBLIC NGTIFICATION SYSTZMS

The Supplementary Infonnation.that accompanied' the final rule regarding implementation of the prompt public notification system (46 FR 63031) expresses the Comission's belief that a.easonable test of the system is needed prior to February 1,1982.
The following would constitute an acceptable initial alert system test which meets the intent of the Comission rule. An integrated " operability" test of the installed systems should be conducted.
The test should be initiated from the location specified in the emergency procedures. The test is intended to conTirm that the integrated system can operate properly under activation.
The licensee should follow a specific test procedure and document the results.
This integrated test is in addition to individual alert unit verification tests.
For tone alert radios, the initial ' test'of all radios need not be perfonned with all units within homes (although the necessary units must be distributed to homes by February 1.1982).
The radios can be initially tested in other structures within the 10 mile EPZ as long as the initiating signal was actuated from the appropriate' location and representative receiver locations are used.
The integrated operability test need not include a detailed evaluation of system performnce to confirm that each system design objective has been met.
Evidente that the alert system is operable may be based upon confinnation (e.g., by resident inspector or phone call) that (1) the integrated systea was activated, (2) the system 1:, operable.and capable of being used in an emergercy, samm + + e p e enpe-en - w o-e y e

2-(3) any deficiencies identified during the test will be corrected within a four month period and (4) a schedule has been established for tests which meet the objectives of item C.3.h.(2) on pp. 3-12,13 of. Appendix'3, NUREG-0654, Revisien 1.
