PVNGS UNIT 2 1.
Description of Deficiency 3,500 feet of 2" diameter Schedule 80, SA-106 pipe, Heat Number L45867, was delivered to PVNGS from Gulfalloy. Approximately 3,000 feet was spooled and used with no apparent surface imperfections. While welding a spool cut from a 25 foot section of this pipe, a full-length longitudinal crevice became dis-ce rnable. The subject pipe had been certified to meet ASME Section III, Class 3, 1974 Edition with Addenda through Winter 1975 requirements.
The visual defect in the 25 foot spool was removed by grinding, and a subsequent surface examination by liquid penetrant did not reveal any indications.
How-ever, at one area, the measured wall thickness was 0.005" below the pipe minimum wr.ll.
At the time of discovery, it was not known if this was a material defect or was due to craftsman's error during grinding.
II.
Analysis of Safety Implications Analysis of the samples taken from the 25 foot spool by Bechtel's Material and Quality Services Group, as per the attached letter, has indicated that the piping material meets all ASME requirements and that the minimum wall defect is attributed to craftsman's error during grinding. This condition is evaluated as Not Reportable since if left undetected this condition would not repre-sent a safety significant condition.
The 25 foot upool was scrapped after the investigatory grinding and cutting of samples. The remaining 500 feet of pipe was visually inspected by Field Engineering for rejectable surface imperfections, and no apparent indi-cations were found.
III.
Corrective Action The referenced NCR will be dispositioned as no corrective action required for any pipe from Heat Number L45867.

NCR PX2709, DER 81-30 A 12 inch long section of SA-106 two inch nominal diameter schedule 80 pipe was received in the M5QS laboratory for evaluation of the nature and extent of 0.D. surface imperfections. The manufacturer was U.S. Steel, purchased from Gulfalloy Incorporated, and the sec-tion was identified as heat number 45S67.
The sample was sectioned through two worst case 0.D. visual imper-fections, mounted and examined. The imperfcetions were laps which occurred during the manufacturing process for seamless pipe. Photo-graphs of the cross sections are shown in Figure 1.
One mount con-tained two laps, accounting for the three photographs. The results show laps that penetrate from three percent to five percent of the nominal wall thickness.
The surface finish criteria of ASSE, SA-106, requires the manufacturer to explore a sufficient number of visual surface imperfections to provide a reasonable assurance that imperfections do not exceed 12 1/2 percent of nominal wall, in which case they are considered defects.
In doing this evaluation, the manufacturer is required to remove by grinding non-injurious imperfections deeper than 1/16 inch or five percent of wall thickness.
Usually only a small percentage of pipe produced will exhibit visual imperfections requiring explorations per SA-106.
From the sample submitted, evaluations indicate that the manufacturer has met the intent of the specification.
Repair or blending would not be required on the order if the sample was representative of a small percentage of pipe containing indications of this type.

e D. S. Darker Evaluation of Pipe Laps Novemner 24, 1981 Palo Verde Project Page two Job 10407-002 It should be noted that per SA-106 Paragraph 20.4 that pipe is sub-ject to rejection if surface imperfections appear over a large area ir excess of what is considered a workmanlike finish.
Paragraph 20.4 is valid even if the surface imperfections do not exceed the maximum allowed depth. Disposition of such pipe is a matter of agree-ment between the manufacturer and the purchaser.
If the pipe at the jobsite has such a condition you may want to reject it on the basis of paragraph 20.4 and obtain replacement material.
