On December 21, 1979, you submitted an application for expansion o N01th/
conversion capecity. On December 27, 1979, you submitted an applicat en for a replacement incinerator facility. On November 17, 1980 additional information was provided on the environmental effects of these two proposed
)
activities. On September 1,1981, you proposed a modification of you7 effluent and environmental monitoring program. This proposed modification followed a meeting between your Messrs. Vaughan and Smalley and Dr. Shum and rayself on August 25, 1981.
In comparing the environmental iznitoring program submitted in your application dated Decembhr 21, 1979 and the modified program submitted by letter dated September 1,1981 ve find the following differences:
1.
Monitor well numbering system - the 1979 submittal uses a different numbering rystem than the revised system.
2.
A NRC contractor (LASL) identified wells that were not listed in either submittal. See IE Inspection Report 73-1113/80-20.
3.
Monitoring data supplied to NRC in support of this environmental review could not be tied to either number system.
4.
Some wells were deleted entirely without any explanation.
5.
Non-radiological monitoring rdluire*.wnts were eliminated.
Some of these differences need clarification; some need further justification and some need both.

Additional Infonnation For Environmental Assessment of Proposed Activities in Applications Dated December 21,'1979 and December 27, 1979 and Supplements Dated November 17, 1980 and September 1, 1981 1.
Provide' a map showing the location of all wells which were included in the monitoring program described in your 1979 application and all wells which have been added to the monitoring program since that time.
Provide the current well identification symbol, and all previous identification symbols as well as the tine periods when such numbers were used.
2.
Identify wells (include wells around the waste storage areas and the deep wells designated as "MW" in the LASL report) which you propose to remove from the monitoring program and provide rationale for such removal.
The rationale should be supported by monitoring data and geohydrological data.
3.
For wells which will remain in the proposei monitoring program, provide an evaluation of geohydrological dats and well data (depth, use of well, sample method, frequency of sample analysis, element and isotopic analysis) demonstrating that leaks from lagoons and storage areas will be detected promptly and that the effects of such leaks can be monitored.
Analytical results,lthrough.
December.1981, for all wells in the monitoring program should be provided.

Figure 8 of your September 1,1981 application should be revised to show the ultimate flow of the shallow groundwater in the areas of the waste treatment and final discharge lagoons.
Contour lin~es showing the topography of the lagoon areas should be added as well.
5.
Provide background concentrations for gross alpha, gross beta and uranium in groundwater.

In your September 1,1981 application, the detection limits for gross alpha and beta in shallow well water appear to be for air rather than water.
The limits should be confirmed or modified, as appropriate.
7.
The rationale for deleting some of the surface water sampling points, as proposed in your September 1,1981 application, should be provided.
The rationale should include previous monitoring results.
8.
Your September 1,1981 application deletes non-radiological monitoring requirements because such monitoring is performed in accordance with NPDES, RCRA and North Carolina emission permit requirements.
Please provide copies of current permits.
Does the State of North Carolina regulate releases of total fluoride from your plant? If not, describe your stack monitoring system for total fluoride and provide a copy of EPA's approval, if any, of your monitoring technique.
