Ucar Administrative Judges:
Enclosed is the " Affidavit of lucian E. Vorderbrueggen" which is being filed in response to this Board's December 11, 1981 " Order Concerning Sua Sponte Issue." That Order dealt with allegations by !!s. Hourihan that certain concrete slump tests involving the basemat placenents at Palo Verde had been falsified.
Although the Board directed !!s. Hourihan to supply to the Joint Applicants and Staff the dates and laboratory reports related to the alleged falsifications (Order, p. 3), that information has not been provided to the Staff.
llowever, as ifr. Vorderbrueggen's affidavit indicates, it is highly unlikely that slump test results could be falsified for the reasons he sets forth and, in any case, the more important test results for judging the acceptability of concrete placements are the compressive strength test results, all of which fell within the acceptable range for the basemat placements at Palo Verde.
