Dear Dr. Palladino:
The Advisory Committee on Reactor Safeguards held its 259th meeting in Washington, DC on November 12-14, 1981.
Items considered at this meeting are summarized below:
259th ACRS Meeting The Committee met with representatives of the NRC Staff and Florida Power and Light to review the request for a full power Operating License for the St. Lucie Plant Unit No. 2.
The Comittee met with representatives of the NRC Staff and the Union Electric Company to review the request for a full power Operating License for the
,Callaway Plant Unit No. 1.
The Comittee met with representatives of the NRC Staff and the Texas Utilities Generating Company to review the request for a full power Operating License for the Comanche Peak Steam Electric Station Units 1 and 2.
ACRS reports regarding the projects noted above have been provided to you.
The Committee was briefed by Members of the NRC Staff regarding the status and scope of the Systematic Evaluation Program (SEP). A prospective schedule of full Comittee reviews of the ten facilities in the program was discussed.
The Comittee members discussed a proposed revision to Regulatory Guide 1.23, Meteorological Measurement Programs for Nuclear Power Plants. 'lhe Comittee deferred action on this Guide pending an evaluation by the Committee for re-

view of generic requirements. The EDO has been informed of this action.
