This refers to the QA program inspection conducted by Mr. R. E. Oller of this office on October 19-23,1981,of your facility at Orange, Connecticut and to the discussions of our findings with Mr. D. Lynch and members of your staff at the conclusion of the inspection.
This inspection was mdde to confffm that, in these areas inspected, your QA program is being effectively implemented. The inspection effort is not designed to assure that unique quality requimts imposed by a custoner are being achieved; nor to assure that a specific product, component, or service provided by you to your customers is of acceptable quality. As you kdow, the NRC requires each of its licensees to assume full responsi-bility for the quality of specific products, components, or services procured from others. You whould, therefore, not conclude that the NRC's inspection exempts you from inspections by an NRC licensee or his agents, nor from taking effective corrective action in response to their findings.
Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with per-sonnel, and observations by the inspector.
Within the scope of this inspection, we found no instance where you failed to

meet NRC requirements.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
If this report contains any information that you believe to be exempt frcr;a disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within 10 days from the date of this letter of your16 Mention to file a request fcr withholding, and (b) sub-l mit within 25 days from the date of this letter a written application to this office to withhoHdsuch infomation. Consistent with section 2.790(b)(1), any such application must be accon-panied by an affidavit executed by the owner of the information which iden-tifies the document or part sought to be withheld, and which contains a f:d1 statement of the reasons on the basis which it is claimed that the infor-mation should be withhi&d from public disclosure. This section further requires the statement to address with spec $ficity the considerations listed in 10 CFR 2.890(b)(4). The information sought to be withheld shall be in-corporated as far as possible into a separate part of the affidavit.
If we do not hear from you in this regard within the specified periods noted above, the report will be placed in the Public Document Room.
