Dear Mr. Brenner:

This is a partial response to your memorandum of December 31, 1981 concerning Change tio. 31 permitting limited transfer to DOE. My assumptions that any communications to the IIRC Secretary would auto-natically be retransmitted as necessary r.ay have been wrong. There is no indication that my letter of December 14, 1981 to Samuel Chilk, which dealt with a number of the points raised in your memo of December 31, 1981 had been c'onsidered in that memo. Therefore, I am enclosing a copy of my letter of December 14, 1981 with this letter.

Additional material may be provided by the February 5, 1982 deadline even though I believe that my previous letter answere! most of the substantive points. As requested, since I am not at prescnt represented by counsel, my telephone number at Roswell Park Memorial Institute for Canccr Foucarch in Buffalo, tiew York is 716-845-5835. Agair. , let me stress that my primary concern is the protection of the hea.'.th and safety of Western I:ew Yorkers during the West Valley clean-t3 operations, and my intention would be to present data and documentary, evidence that the present arrangements do not provide such protection.
