l This letter is in response to the proposed change in Chapter 5 titled
" Physical Inventory" in Revision 11 to your Fundamental Nuclear Material Control Plan XN-12 which was submitted with your letter dated January 6, 1981. The proposed change would eliminate the need to verify the serial j
number of each container of waste and filters located outside the material balance area, and to substitute other verification procedures.
We have reviewed your request, and have determined that it is reasonable I
and that its approval will not adversely affect tne comon defense and security, and is othemise in the public interest. Accordingly, a new License Condition 5.3 is hereby added, effective imediately, to Amendment MPP-2 to your License No. SNM-1227 to read as follows:
5.3 Notwithstanding the requirements of 10 CFR 70.51(f)(2)(ii) to verify the integrity of the tamper-safing devices the licensee shall follow the following procedures for barrels, drums, or boxes containing special r.uclear material in the form of waste 9

y o We request that Exxon incorporate the essential elements of new License Condition 5.3 into the Fundamental Nuclear Material Control Plan under 10 CFR 70.32(c). This change should be made within the next six month period.
It has been established tha.t the attachment to your letter dated January 6,1981 contains infomation of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be comercial or financial infomation within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.!2.
