This is in response to your letter of December 30, 1981, regarding your proposed May 18, 1982, exercise of the Big Rock Point Plant Emergency Plan. We find the May 18, 1982, exercise date to Le t.nacceptable. As you are aware, an emergency plan exercise must be held prior to April 1, 1982, to meet Emergency Preparedness regulations. Any modification of your Emergency Plan Implementing Procedures as a result of our emergency preparedness appraisal should be ccmpleterl prior to your exercise, including additional training.

Please inform this office of the date of your exercise and submit copics of the scenario to our office at least 30 days prior to the exercise.

EMERGENCY PLANNING EXERCISE Consumers Power Company will conduct small-scale exercise in 1982 of our site emergency plan for our Big Rock Point Plant. In coordination with the State of Michigan Department of State Police and Federal Emergency Management Agency Region V the proposed date of this exercise is May 18, 1982. This date is I

l beyond the date requested in your letters of December 31, 1980 and October 28, 1981 to:

1.

allow for completion of the Big Rock Point refueling outage; 2.

complete modifications to our Emergency Plan Implementing Procedures which were requested during the recent Emergency Plan evaluations;

, 3.

complete necessary training of the revised procedures.

Please notify us if this date is unacceptable.

In accordance with your letters an exercise scenario will be provided two weeks in advance of the exercise. You should note that these are small-scale exercises as required by 10 CFR 50 Appendix E, section F.3 since a full-scale emergency preparedness exercise was conducted in 1980.
