PURPOSE The purpose of this procecure is to describe the telephone and radio communications tnat will ce used curing an emergency ano tne coerational checks of that equipment.

PRECAUTIONS 1.

Use of speaker phone capability: To activate the system, just depress the ON portion of the speaker box control switch.

This system can be used just as a handset, i.e., if the phone rings, it can be answered using the ON switch, althout lifting the handset.

Always identify yourself and ycur locaticn.

Adjust the volume of the speaker to minimize cross talk betwean speakers.

The NARS network is for reporting purposes only, not extended conversation.

It is to be used only in a General Emergency.

The NAWAS network is for recorting purposes to Wisconsin.

It will be used to report an Alert, Site Emergency and General Emergency. A follow up NARS call will originate frcm either the station or the Corporate Command Center.

National Warning System (NAWAS)

Tt0CEDURE 1.

Emergercy Notificaticn System Test (E.'S) a.

ENS will be tested daily, exceot weekends and national holidays, between tne hcurs of 05C0 ano 07CO. The duty officer at the WRC cperaticn center will initiate the call. The party answering is requested to identify himself and give the status of the units.

b.

Monthly Extensions Checks (1) On the seccnd Tuesday of every month or the first work-day following a holiday, an operational check shall be conducted frcm the phones located in the Centrol Recm, Shift Engineer's Office, TSC and EOF.

The caller will identify himself, give the pnene location and anneurce that this is a montnly test. The Regicn III duty officer will ad<nowlecge the call.

(2) Complete the operaticnal checklist " Attachment A" found in this procedure and send it to the GSEP Coordinator.

Health Physics Network Tests (HFN) a.

On the second Tuesday of every month or the first work day following a holiday, an operational check shall be conducted from the phones located in the TSC and the Rad Office. The calls will be made to Region III and the NRC cperating center.

The caller will icentify himself, give the phone location and announce that this is a mcnthly test. The duty officer will acknowledge the call.

b.

Complete the cperational checklist " Attachment A" fcund in this procedure and send it to the GSEP Ccordinator.

3.

Nuclear Accident Repcrting System Tests (NMS) a.

The NES shall be tested on the second Tuesday of every month or the first work day follcwing a holiday, during normal morning buisness hours. The test will be initiated from each of the following locations: Control Rocm (CR), Technical Suport Center (TSC) and the Emergency Cperations Facility (ECF). The NE S phone in the Community Coordination Center, Libertyville, is not normally manned and gener911y will not respond during the exercise. The Corporative Ccmmand Center 312-294-4401, has to be alerted before the test begins to man that location, b.

The test is satisfactcry even if the NMS phone falls, provided back-up systems are used successfully to ecmplete notificaticn. The test is unsatisfactory if the required messaces and acknowledgements are not ccapleted within 15 minutes.

If the NmS system equiptment fails to operate prcperly, contact ESDA, Springfield,.

7 the GSEP Communication nirector as listed in the GSEP telepnene directory, page 1.7 and the Statica GSEP Cocrdinator. The ESDA shall have the respcnsibility for initiating repairs.

An additional drill will be conducted imtreolately epen notificatien that equipteer.t repairs have been ccmpleted.

d.

If an actual emergency or routine time sensitive operation affecting plant safety requires the attention of the individual conducting the drill, the drill will be terminated and re-conducted at a later time.

e.

Complete the operational checklist " Attachment 8" found in this precedure and send it to the GSEP Ccordinator.

4.

National Warning System Test (NAWAS) a.

In the event of an actual incident, trusual Event, Alert, Site Emergency or General Emergency, Zion Statien will use the NAWAS for the initial alert of Warning Center I, Madison, Southeast Area Waukesha and Kenosha County. These areas will call back i

over ccmmercial telephone and authenticate the call.

The NAWAS, located in the control room, will be tested daily by the Wisconsin Warning Center I who will initiate a roll call of 25 warning centers. Zion Station (#9) will respond following Kenosha County (#8).

c.

GSEP Radio Test a.

The CSEo radics ccnsist cf th_7e different types cf radics that enaole ccmmunications between the environs teams, CCC, TSC, G and ECF. The portaole units have a range of 10 to 20 miles and the mcbile units have a range of 20 to 40 miles. All of the radios have the ability to transmit in the clear and scrambled mode. The GSEP or Station radios shculd not be used to transmit confidential infonnation in the clear. All confidential information should be transmitted from the GSEP radio using the scrambled (PVT) mode.

A two week notice must be given prior to the use of the radios to:

The GSEP radios may be tested quarterly during a station drill, a training exercise or a planned test. The test shculd be initiated in the field using the mobile unit in the duty car along with the Handi-Talkies 1 & 2 that are stored in the Guard House.

The G, EOF, TSC and CCC will be manned to receive messages in the nonnal and scrambled modes, e.

If the equiptment fails to operate properly, contact the GSED Ccmmunication Director listed in the GSEP telephone directory, page 17 and the Statica GSEP Ccordinator. An accitional crill will be conducted upon notification that equiptment repairs have been completed.
