EMERGENCY PREPAREDNESS EXERCISES As you are aware, the revised emergency planning rule published August 19, 1980, requires that emergency preparedness be upgraded and maintained at and around nuclear power plants. Part of the maintenance process is a requirement in Sections IV.F.1 ar.d 3 of Appendix E,10 CFR Part 50, for periodic exercises, some of which must include offsite participation. In addition, a fullscale exercise must be conducted before any new license can be granted. The NRC will provide observers for the onsite aspects of these exercises and will review the proposed scenarios.

Although we originally believed that the two weeks prior to an exercise would provide sufficient time for us to review a scenario for adequacy (1) in tems of scope (testing of najor areas of response) and (2) in terms of response for major portioni, of offsite plans; we now recognize that this amount of time is not adequate to ensure a proper review and any required coordination. Therefore, we are requesting you implement the following schedule for supplying exercise information to the NRC.

Period in Advance of Exercise Information to be Submitted 75 days Description of scope of exercise and objectives to be fulfilled 45 days Detailed description of exercise scenario and anticipated licensee actions 20 days Complete controller / prompter packages which contain the information to be supplied to the observers for the 8201190167 820113 exercise along with that supplied to PDR ADOCK 05000133 the exercise players as the scenario
