FEMA's 5uidaace No. 17 crovides a realistic schecule for su plying scerario and permits sufficient time to review the scenario for': 1) adecus:y a

plans, and 2) coordination of coth onsite and offsite observer teams by NRC, FEMA and state agencies. Previously, some scenarios were provided only two i

weeks in advance of the exercise and we found that this did not provide sufficient time if the scenario required changing to better meet the exercise objectives I

cf all participating carties; therefore, we suggest tha: you submit scenarios er a schedule which is consistent with the FEMA guidance.

Additionally, the following comments concerning the conduct of exerci ses reflect FEMA and.NRC caservations during some recent exercises.

1.

The content of the exercise scenarios should be handled en a "need-::-knew" casis, sucn that indivicuals who may be exercise "p'ayers" do not have access to tne scentrio :: be used. We will treat the scanario conten ir like manner sucn that should we choose to :artici: ate in a restonse to the scenario, our " players" will also no: nave seen the scenario.

In order :: make :he exercise a valid test of emergency preparedness, the particular scenario to be run should not be used in " practices". 'abile i

certain functions are similar regardless of tne scenario, certain otners (assessment, protective-action-decision-making, in-plant surveys, etc.)

may differ significantly. Therefore, to the extent practical, training or practice scenarios should differ frcm the scenario used for tne annual, fullscale. exercise.

Careful consideration should be given to the manner in which scenario cues are presented to the players and to the content of the cues,. such that inadvertent cuaching or direction to the player is minimi:ed.,The content and timing of cues should be consistent with information and sources that would be available to the players in a real emergency (e.g.,

simulatec alarms, instrument readings, survey cata, etc.).

This will result in the most realistic participation and interaction by everyone; the coerating staff and their offsite support elements, the NRC, FEMA, i

state and local governments, and others. Exercise controllers should elso be cognizert of actions necessary to ensure centinuity of the exercise withcut unculy hindering nor aiding the participants' initiative, free play and decision making processes.

On a related subject, as you have probably already heard, the NRC is proposing to change the implementation date of prompt notification systems frem July 1, 1981 to February 1, 1932.

In the interest of assuring that the health and safety of the public is protected in the event of an accident at a nuclear power plant, it i

is necessary. for the licensee (applicant), to conduct an emergency preparedness exercise jointly with apprcpriate State and local agencies.

The role cf the Federal government at such exercises is to evaluate the capability of the utility and the State cad local governments to protect the public health and safety in the event of an accident at the facility.

The FE4A official responsible for this activi$y is the appropriate Regicnal i

Director.

Over the last few months there have been several joint exercises where FEiA and NRC have made reviews botn orally in af. cpen meeting, and in written form. We find however, significant variation among regions in the procedures used for providing the evaluation. The need for a standardized approach I

is evident' and the following is a guide for both FEiA and NRC personnel

involved in exercise evaluation.

Assignmen'ts for offsite observers will be made by the RAC Chairman. Onsite observers will be assigned locations by the NRO Team Leader. A meeting-of al'. parties should be conducted prior to the exercise to assure tha'e all observer lwe tions 'are staffed by an evaluator, a; vell ts to make whatever last minute changes are necessary based en field conditions, number c' i

evaluators available, etc.

.he exercise should be followed as soon as possible by a critique.

The critique is a working session for preliminary review of the exercise between the participants (State and local cfficials and utility representatives and j

the Federal observer teams headed by lEiA and the NRC). It should be cpen j

to the public and the media. They shoulf, however, attend as observers, and g

not participate in the discussions. If local circumstances dictate that a private session be held with the State authorities, it must be scheduled in advance and the information provided by the RAC Chairman at the private i

meeting should be repeated in the open session.

.l It is desirable to ccaduct tne critique with all the principal parties present, (e.g. the RAC, the involv?d Stste and le:al auckorities, the licon:ce and NRC).

There may be situations where such a joint critique is not feo:ible and se,narate sessions (one ralated to licensee participitien and ca.a related to State and local participa*.icn) are necessary due to

'neistical or funding constraints.

These situations are to be cleared in advance thru the intA/NRC Steering Committee.

In such cases the RAC Chairman sheuld be available for both critiques.

The joint critique shculd be chaired by the RAC chairmen and shculd be within or near the 10 mile EPC.

As part of ens everall format the RAC Chairman will discuss observations of the effsite response and the NRC w.ll discuss observations of the ensite response.

The State, local governments and utility shculd be present at this meeting to make pre-sentations.

For the joint critique to be effective, it should take place within the 24-hour period immediately following the exercise.

There should also be cpportunity for clarification, questions or commants by liccasee, State and local officials.

The RAC Chairman's cve rview statement should be based on comments frca RAC members and other FE1A observers as well as his cwn observation.

It should include the strcng peints as well as a general statement on the deficienl'.cs noted.

Under no circumstances will the RAC Chairman's comments indicate that the State or local plans passed or failed.

He/she should indicate that the comments are preliminary to be followed by a ccmprehensive evaluation within 14 days.

The 'inal FEM A findings and detarmination, as well as approval of a State and/or local plan, submitted according to 44 CFR 350 of which the exercise is a part, is reserved to the i

Associate Director for Plans and Preparedness in Washingten.

The principal milestones for FE4A and MRC exercise obser a_tien and critique are given in Enclosure 1.

Chese milestones are for planning purposes and actual schedules may need to be dif ferent because of local circumstances.
