SUBJECT:
REGIONALIZATION OF OPERATIflG REACTOR LICENSING ACTIONS WORK This is in reply to your memo of December 2,1981, concerning regional-tzation. We have requested the Directors of NRR, IE and NMSS to develop long-range projections of those functions within their areas of program responsibility which they propose to delegate to the regions. These projections are due in my office on February 1, 1982.
Following receipt of the long-range projections, we will prepare an integrated plan for delegating responsibilities to the regions. This plan, which is expected to be completed in March 1982, will form the basis for budget estimates of staff resources and program support funding for the req 1ons in FY 1984 and subsequent years. Until that plan is complete, I believe it would be premature to alter our current staffing plans.
In the meantime, I believe that the regions can handle about 500 operating reactor licensing actions without increases in their current staff ceilings. The Regional Administrators concur in this judgment.
It is my intention to begin moving some operating reactor licensing actions to the regions in the near future.
