The application for amendment by Metropolitan Edisak Company, Jerse A.
Central Power and Light Company, and Pennsylvania Electric Companyco (the licensees) dated September 14, 1981, requirements of the Atomic Energy Act of 1954, as amended (the' Act),
and the Comission's rules and regulations set forth in 10 CFR Chapter I;-

Pursuant to the Initial Decision of the Atomic Safety and Licensing Board dated December 19, 1977, and. the amendment dated December 1,1981, Facility Operating License No. DPR-73 is hereby issued to Metropolitan Edison Company, Jersey Central Power and Light Company, Pennsylvania Electric Company and GPU Nuclear Corporation to read as follows:
This license applies to the Three Mile Island Nuclear Station, Unit 2, A.
a pressurized water nuclear reactor and associated equipment (the:.,fpcility),
owned by the Metropolitan Edison Company, Jersey Central Power and Light Company, and Pennsylvania Electric Company, and operated by the GPU Nuclear Corporation.
The facility is located on Three Mile-Island in the Susquehanna River, in Londonderry Township, Dauphin County, Pennsylvania, about ten miles southeast of Harrisburg, and is' described in the " Final Safety Analysis Report" as supplemented and amended ( Amendments 17 through 62) and the Environmental Report as supplanented and amended.
B.
Subject to the conditions and requirements incorporated herein, the Commission hereby licenses:
(1)
GPU Nuclear Corporation, pursuant to Section 103 of the Act and 10 CFR Part 50, " Licensing of Production and Utilization Facilities"
)
to possess, use, and operate the facility; (2)
GPU Nuclear Corporation, Metropolitan Edison Company, Pennsylvania Electric Comcany and Jersey Central Power and Light to possess the facility at the designated location in Dauphin County, Pennsylvania, in ac:ordance with the procedures and limitations set forth in this license; (3)
GPU Nuclear Corocration, pursuant to the Act and 10 CFR Part 70, to receive, :ossess and use at any time soecial nuclear material as reactor fuel, in accordance with the limitations fa,r storage P

3-and amounts required for reactor cperation, as described in the Final Safety Analysis Report, as supplemented and amended; GPU Nuclear Corporation, pursuant to the Act and 10 CFR Parts 30, (4) 40 and 70, to receive, possess and use at any time any byproduct, source and special nuclear material as sealed neutron sources for i
reactor startup, sealed sources for reactor instrumentation and radiation monitoring equipment calibration, and as fission detectors in amounts as required; GPU Nuclear Corporation, pursuant to the Act and 10 CFR Parts 30, (5) 40 and 70, to receive, possess and use in amuunts as required any byproduct, source or special nuclear material without restriction to chemical or physical fom, for sample anal,ysis or instrument calibration or associated with radioactive appratus or components; and GPU Nuclear Corporation, pursuant to the Act and 10 CFR Pa ts 30 (6) and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by the operation of the facility:
This license shall be deemed to contain and is subject to the condi[tions specified in the following Commission regula'tions in 1 C.
and 50.59 of Part 50, and Section 70.32 of Part 70; and is subject to.all applicable provisions of the Act and to the rules, regulations, and orders of the Commission now or heareafter in effect; and is subject to the additional conditions specified or incorporated below:

_ Maximum power Level 20, 1979 Order for Modification of License, As stated in the July the authority provided by Facility Operating License No. DPR-73 to operate TMI-2,except in its shutdown condition, was suspended.
Pending further amendment of the Facility Operating License, the licensee shall maintain the facility in a shutdown condition in cccordance with the approved operating and contingency procedures for the facility.
