Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Revisions to Final Welding Report On May 2,1981, Houston Lighting & Power Company submitted to your office the " Final Report of the Review of Safety-Related Welding at the South Texas Project Electric Generating Station." This document was prepared and submitted in response to Item 3(a) of the NRC Order to Show Cause. Attached is a revision to page 5-16.

Please insert the attached revised page into your copies of the repo rt.

The attached revision modifies our previous commitment to perform a 1001 review of all safety-related welding non-conformances (NCR's), field request for engineering action (FREA's), and corrective action requests (CAR's) issued prior to the NRC Order to Show Cause. This revision is being submitted due to the project decision made in August,1980 to physically re-examine all accessible safety-related Brown & Root field welds. This decision was made on the basis that the physical re-examination of the welds themselves would provide the most conservative approach for determining whether or not the subject field welds comply with project welaing requirements.

However, the decision to re-examine all the accessible safety-related Brown & Root field welds was not the only contributing factor in the decision to modify our commitment to re-review these specific welding documents. The Welding Show Cause Task Force during its investigation performed an extensive review of documentation relative to the welding performed by Brown & Root in the f i el d.

In addition, all weld radiographs made during the period prior to the NRC Order to Show Cause were reviewed by the Welding Show Cause Task Force itself.

If the review of an NCR, FREA, or CAR disclosed a potential concern with a weld, the specific weld would have to be re-examined and the radiographs 8201180444 811125 PDR ADOCK 05000499 G

Further, an extensive engineerino evaluation and analysis of inaccessible safety-related Brown & Root field welds is also being performed to assure that these welds are satisfactory for their intended service.
