Dear Mr. Ippolito:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10 Section 50.90 and Section 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications for the Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2. The purpose of these changes is to allow Mr. Ronald C. Knobel to fill the position of Manager-Operations at Brunswick during an interim period in advance of his completion of the written NRC examination for Senior Reactor Operator (SRO), since NRC is unable te schedule an SRO examination for him until May, 1982. Issuance of these temporary Technical Specifi-cations changes will enhance safe operations at Brunswick during this.

BACKGROL3D Mr. Knobel is proceeding to complete all requiremento for SRO licensing at Brunswick while waiting for the written NRC examination.

The attached application dated October 13, 1981, requested NRC to schedule a written examination for Mr. Knobel in January,1982. NRC's response l to this request indicated that Mr. Knobel could not be scheduled for NRC examination until May,1982, due to the current becklog of pending examinations.

Items (refer to attached application); and has twenty-one (21) years of experience directly related to BWR Plant opcrations (refer to attached application).

CURRENT STATUS:

Mr. William Tucker is the Manager-Technical Support at Brunswick, and he holds an SRO License. In addition to these responsibilities, Mr. Tucker is also rulfilling the license required responsibilities of the Manager-Operations. Based on Mr. Knobel's qualifications, it is clear that Mr. Knotal meets the intent of ANSI N18.1-1971 that the Manager-Operations hold an SRO License. Safe plant operations at BSEP would be enhanced if Mr. Knobel were to assume the full duties of Manager-Operations during the interim period until he completes the formal SRO examination as scheduled by the NRC. This would also allow Mr. Tucker to return to full-time management of BSEP Technical Support.

, ADMINISTRATIVE INFORMATION:

Enclosed you will find the revised Technical Specifications pages with the changes indicated by vertical lines in the margins. In accordance with 10CFR170.22, we have determined that these changes are administrative in nature and thus constitute one Class I amendment and one Class II acendment. Accordingly, our check for $1,600.00 is enclosed.

We request that NRC expedite issuance of these Technical Specifications changes as much as possible. Your cooperation will be apprecisted. Please contact my staff should you require any additional in formation.
