In accordance with your application dated April 30, 1981, and pursuant'to Title 10, Code of Federal Regulations, Part 70, Materials License No. SNM-368 is hereby amended to incorporate changes in Section 2.7_ Inspections and Audits and in Section 2.8 Training, subject to the following conditions:
1.
The Criticality Control Program and the llealth Physics Program shall be audited yearly according to written audit plans. The plans shall be reviewed and approved in a manner established by the President, UNC Naval Products Division.
2.
Health physics technicians and employees working with radioactive materials in readily dispersible form shall be trained at least annually in nuclear criticality safety and radiation protection.
Pages 2-12 and 2-13, dated April 27, 1981, and page 2-14, dated May 5,1981, shall be added to the existing license replacing the same pages dated March 28, 1977.
Accordingly. Annex D of your license is hereby amended to show these changes; amended Page 1 of Annex D is enclosed.
All other conditions of this license shall remain the same.
The above license conditions were discussed and agreed to by your Mr. Kirk and l
George Bidinger of my staff on September 25, 1981 and December 10, 1981.
Your request for amendment (Item a of your application) to eliminate non-radiological l
environmental monitoring requirements specified in Section 4.7 of your license conditions and specifications must be supported by the rationale for discontinuing the NRC monitoring requirements. The rationale should include past monitoring data and/or approval from appropriate state and federal authorities for discharging non-radiological effluents.

- DEC 151981 In regard to your request for authorization to release materials containing de minimus concentrations of uranium (Item e of your application), NRC regulations do not provide an exemption for de minimus levels of special nuclear materials. However, the disposal of such material may be authorized on an ad hoc basis provided that appropriate information is submitted by the licensee. Such information must include the specific location and use of the material; the mode of its rtiease and annual quantity of release; the effluent monitoring and contro'i program; and the resulting dose to an individual in the general public.
We will continue our review upon receipt of the information described above.
