4-Hartford, Connecticut 06101 Gray File JHeltemes E #U N Dear Mr. Counsil-By letter dated November 17, 1981, you provided information in regards to your planned Cycle 4 coastdown of Millstone, Unit No. 2 beginning in early December, 1981. You state that Technical Specification (TS)
Figure 3.2-1 may not afford appropriate restrictions, that you will have performed specific analysis of the coastdown including the limiting large break LOCA analysis, and that based on the results of this specific analysis you will administratively maintain the linear heat generation rate more restrictive than the TS limit.
This proposed mode of operation during the coastdown period has been discussed with members of your staff, the Core Performance Branch and with the assigned NRC Resident Inspector (RI) at Millstone. We conclude that the proposed mode of operation is acceptable for the short coastdown period. However, we believe the reference TS Figure 3.2-1 should be changed to clearly identify the more restrictive LHGR limit applicable during coastdown or possibly other times when the inlet temperature is reduced below the normal value. Since you indicate that such an analysis has been completed for the Cycle 4 coastdown, we recommend including a proposed change to the referenced TS and its basis for reduced inlet temperature operation. Such a change could be submitted with the Cycle 5 changes.
